Unable to modify Distribution List

Symptoms

When you attempt to modify the membership of an Exchange Distribution List you may receive the following error:

Changes to the distribution list membership could not be saved.  You do not have sufficient permission to perform this operation on this object.

This occurs despite the fact that the user attempting to make the change is listed as the Owner of the Exchange Distribution list.

Cause

This is caused by the user's Outlook client making a connection to a Global Catalog server that does not have access to update the distribution list object.

How to set a specific global catalog server
To force Outlook to use a pre-defined global catalog server, use the following steps to set the following special registry parameter to point to the Fully Qualified Domain Name (FQDN). Doing this over-rides any setting in the MAPI profile.
  1. Close Outlook if running.
  2. Click Start, and then click Run.
  3. In the Open box, type regedit.exe, and then click OK.
  4. Locate and then click the following key in the registry:
    HKEY_CURRENT_USER\Software\Microsoft\Exchange\Exchange Provider

    Note You may have to create the registry path.
  5. On the Edit menu, click Add Value, and then add the following registry value:
    Value name: DS Server
    Data type: REG_SZ (string)
    Value data: GC.AD.UKY.EDU
  6. If a Key value exists named Closest GC remove that value.
  7. Quit Registry Editor.
